Good Afternoon Group 2,

As most of you know the time of year is upon us to send in all the fun paperwork that is due. Right now, I am going to concentrate on the SAFETY forms. Please see Decembers Wing Mail for a copy of the Safety Letter LtCol Barry Metz sent out regarding this matter. To recap:
1) The annual Safety Survey should be completed and is available on E-Services under Safety. Because this is done online, Wing does not need to receive of copy of this.

2) The Unit Commander Safety Policy is required to be done by 15 Jan 09. The form need to be submitted to your Group Safety Officer who will then forward to Wing.
3) A Safety Schedule indicating a yearly schedule of dates and topics of the Unit Monthly Safety Meeting and any related events, such as October Safety Down Day, must be submitted to Group Safety Officer and then forwarded to Wing.
I do know that some of you have submitted the paperwork to the Group Safety Officer, however I have not received any Safety Paperwork as of yet. Please make sure everything is submitted to the proper authorities in a timely manner. Thank you for your cooperation!

The Group 2 CAC meeting and pizza party at Maj Parks house.
(460 Fisher Dr, York, PA 17404)
This will be an overnight activity, so bring your sleeping bag and gear.
We will be sleeping inside.
You will also need $5.00 for pizza.
The activity will end the next morning at 0800 the next morning, due to activities at wing.
I have a few seats open to go to wing on the 17th, please let me know if you need a ride.
Plan to stay up late working on CAP and eating pizza.

Squadron Commanders, please e-mail me with your squadron CAC representative and assistant .
I also would like a list of problems, situations or activities at the squadron you would like the CAC members to address or work on.
Each Squadron Commander will receive a copy of the CAC minutes within 30 days.

As defined by the Cadet Advisory Council’s governing regulation, CAPR 52-16, Cadet Program Management, CACs have three main
purposes:
1. “Provide an organization where cadets gain leadership experience at higher organizational levels.” In their home squadron, a cadet’s leadership experience is limited to local concerns and is mostly tactical in nature. CAC service is an opportunity for cadet officers to develop a more extensive approach to problem solving and a broader perspective on CAP issues. By influencing decisions that affect multiple squadrons, wings, or CAP as a whole, cadets are introduced to the strategic arena of leadership, and develop long-term goal-setting and indirect leadership skills.
2. “Aid the commander in monitoring and implementing the Cadet Program.” The CAC provides a venue where the unit commander may gain a thoughtful perspective, representative of the Cadet Corps, on matters involving cadets. CACs work for their echelon commander; therefore, senior leaders may task councils with examining cadet-related topics of interest to the commander. Conversely, the CAC is also a cadet forum where cadets may discuss their CAP experiences, work together toward mutual goals, and use their collective insight to help the commander gauge the effectiveness of the local Cadet Program.
3. “Make recommendations for improving and running the Cadet Program.” As an advisory body, the CAC affords cadet officers opportunities to assist the echelon commander in leading the Cadet Corps. CAC representatives examine cadet-related issues, develop a consensus, craft well-reasoned recommendations in writing, and forward them to their commander for his or her consideration. CAC service is a great way for cadets to enhance their oral and written communication skills. And while the CAC has no authority to implement policy, when its members speak persuasively and in unison, the council can influence senior leaders and help improve the Cadet Program and CAP.

More accidents occur in the landing phase of flight than any other. It is the close proximity to the ground that leaves less margin for error. Some pilots never really master the basics, then it's only a matter of time before they have a problem. Is the runway long enough? Are there obstructions? What is the density altitude? Is there a cross-wind? How good is your airspeed control? Do you know how to successfully recover from a bounced landing or when to go around? These are just some of the considerations that are addressed in this new Safety Seminar presented by featured speaker Brandon Parks.

Keep up the good work!

Group 2 NewsI want to thank all of the members for all of your hard work and putting so much of your time into Civil Air Patrol. I especially want to thank all of the squadron commanders. They not only have to do their job, but fill all of the other jobs in the squadron that are open. They give a lot of time with very little in return. They have to make sure that all the reports are turned into group and wing each month, deal with any problems that come up, and make sure the program is running smoothly.

I want to thank Lt Roth, the Group 2 Emergency Services Officer. We are usually on the phone working on something every week, sometimes everyday.

I want to thank Lt Col Bechtel, the Group 2 Standardization and Evaluation Officer. He has done a great job making sure that O-flight numbers have been coming up and getting people checked out. He has doubled the number of both.

I want to thank Lt Case, the Group 2 Safety Officer. He has worked a number of hours trying to make sure the squadrons turn in their safety reports, so that they will still get money from wing.

I want to thank Capt McCutcheon, the Group 2 Public Affairs Officer. She has worked so hard putting the Group 2 newsletter together and lets me know when I need to update the web page.

I want to thank Maj Wilson, the Group 2 Finance Officer. She always makes sure all the reports are in on time and lets us know how much money we have.

I want to think Capt Inscho, the Group 2 Communication Officer. If you need comm at an activity or need communication train, he is always willing to step up.

I especially want to thank Lt Col Marshall, the Group 2 Commander. It seems like he is always at work and still makes time to run the Group. It seems there is always a problem or challenge to overcome and he always steps up.

I want to thank the rest of the Group 2 Staff Team for all of their hard work and I am looking forward to working with all of you in the future.

If you are interested in participating in the 2009 Power Flight Encampment from June 20, 2009 through June 27, 2009 PLEASE read the enclosed attachments.

Interviews will be conducted at PAWING Headquarters January 17, 2009.

Interviews will also be conducted at the Venango Regional Airport (Franklin Airport) in Venango
County for those cadets who do not wish to travel to PAWING Headquarters, January 17, 2009.

Application deadline is listed as December 31, 2008. The 2009 PFE deadline has been extended to January 7, 2009

Note: The Mini Encampment will have no credit towards an encampment.
Goals
The School is designed to provide cadets the opportunity to:
1) Apply knowledge gained in the cadet programs to practical situations.

(3) Develop leadership potential.
(4) Enhance interpersonal skills.
(5) Develop time-management skills.
(6) Develop a spirit of teamwork.

Philosophy
The school can be the most significant and worthwhile training
experience of a CAP cadet's membership. Training is what the school is
all about. To achieve the overall goals, a positive attitude is
essential. Each staff member has an obligation to learn as much as
possible and to offer the highest quality of training to others. The
staff must always remember that their first duty is to the other
members and not themselves.

Information for Cadets from PAWG for 2009

Cadet ProgramsAttention PAWG Cadets and Officers:

Applications for cadet and officer staff positions at PAWG Encampment and Cadet Leadership School 2009 are now being accepted.

**Application deadline is 1800 HRS MONDAY, JANUARY 12, 2009.**

School Dates
This year's combined school is Saturday June 20th through Saturday June 27th with staff arrival on Thursday June 18th.

All cadets and officers interested in staffing should fill out the online application here: http://tinyurl.com/ENC-CLS09
In addition, all staff should have their Squadron Commander's approval to apply by way of the Form 31 or letter of recommendation.
Note: All accepted staff members must furnish a complete Form 31 and all other necessary paperwork by March 1, 2009.

Interviews
Interviews for new cadet and officer staff will be held Saturday, January 17th starting at 0900 hrs at Wing Headquarters. While actual time slots cannot be guaranteed due to other interviews (NCSAs, Glider, Power), if you have a reason to be interviewed at certain time, please let us know by contacting Capt Ray Kase, Commandant, at rfkase@gmail.com.

Positions Available
The following staff positions are available at this time:

CADET STAFF
All cadet staff positions require graduation from PAWG CLS or equivalent RCLS/OCS. Specific requirements for each job are listed below the position.

· Inspection Staff
o Attention to detail and excellent knowledge of CAPM 39-1 required.
· Public Affairs Officer
o Writing, editing, and photography experience preferred.
· Medical Staff
o EMT preferred.
· Flight Commander
o Must have mastery of all drill and ceremonies required knowledge for C/Amn through C/CMSgt.
· Squadron Executive Officer
o Prior staff experience preferred.
· Squadron Commander
o Prior staff experience required.
· Encampment Group Commander
o C/Capt or higher preferred. Must have prior staff experience. Previous Squadron Commander experience highly desired.
· CLS Cadet Training Officer
o C/2d Lt or higher preferred. Must have attended PAWG CLS and have previous staff experience.

SENIOR STAFF
All officer staff must have completed Level One and be an active member of their squadron or group. Specific requirements for each job are listed below the position.

o Assistant Safety Officer
o Assistant Training Officer
o Prior ENC Experience preferred.
o Must be able to spend time before the ENC/CLS working on planning with the Training Officer and ENC/CLS Echelon Staff.
o Must be able to obtain an FTIG Range Safety Card.
o Assistant Supply Officer
o Must have CAP Driver's license by ENC/CLS.
o Assistant Transportation Officer
o Must have CAP Driver's license by ENC/CLS.
o TAC (Training, Advising, and Counseling) Officer
o Previous Cadet Programs experience desired.
o TLC attendance preferred (will be offered prior to the ENC/CLS)
o Must have CAP Driver's license by ENC/CLS.
o Medical Staff
o EMT, Paramedic, Nurse, Doctor, Psychologist, etc.
o Chaplain or MLO
o Cadet Programs experience and attendance at TLC required (will be offered prior to the ENC/CLS).
o Must have experience counseling young adults and be able to handle counseling on issues related to homesickness, family problems, and adolescent behavior as well as being able to work closely with the Medical Staff, TAC Officers, and cadet staff to solve problems.

Selection Process
We have a limited number of staff positions available for both senior and cadet staff, and usually receive multiple applications for each position.

January 1, 2009
Returning 2008 staff selected for the 2009 ENC/CLS staff will be notified by the Commander or Commandant by January 1, 2009 (email or letter).

February 1, 2009
New staff members who are interviewed will receive notification on or before February 1, 2009 with the results of the selection team.

March 1, 2009
The final 2009 ENC/CLS staff list will be published to the entire PA Wing on or before March 1, 2009.

A-Cut class on April 25, 2009

I have scheduled an A-Cut class on April 25, 2009 at Wing HQ. People should register and I am the point of contact. My information is below. There will be a cost for food and drink for lunch or you can bring your own. There may be a cost for materials. We will start registration at 0800 and start class about 0830. The class will end around 1500 to 1600. This class is for cadets and seniors. It is a long class with a lot of material.
