New Operations Security (OPSEC) Requirements

MEMORANDUM FOR NATIONAL BOARD

SUBJECT: New Operations Security (OPSEC) Requirements

1. At the recent National Executive Committee (NEC) meeting the NEC decided to mandate OPSEC training for ALL members including cadets and patron members. The NEC believes this education is necessary for all members because we all have a responsibility to protect sensitive information about CAP missions and resources. This memo provides updated instructions for personnel implementing this policy until such time as it can be incorporated into CAPR 60-3. All members must complete OPSEC training and agree to the Non-Disclosure Agreement (NDA) by 1 April 2008 or they will not be allowed access to eServices, the Web Mission Information Reporting System (WMIRS), or any other CAP system that requires a unique login and password.

Specifically this means:

a. Commanders or their designees will not be allowed to input new emergency services specialty qualifications, renew expiring qualifications, or print new CAPF 101s in Operations Qualifications until the member has completed OPSEC and agreed to the NDA.

b. Personnel who do not complete OPSEC and agree to the NDA should not be allowed to participate in operational missions. Commanders and key staff should exercise discretion in releasing sensitive information to members who have not completed OPSEC training or agreed to the NDA.

2. Most new adult members since October 2006 have completed OPSEC training as part of Level 1. Any member who has not completed it can continue to complete OPSEC training online at: https://tests.cap.af.mil/opsec. Units can also now provide training in classroom format with the package available for download from the same site. For those choosing the classroom format, unit commanders or their designees will be required to document the member signing a paper NDA, then place a copy in the member’s personnel records, and finally, enter completion data into Operations Qualifications in eServices. There is no requirement to complete a paper NDA for members who complete the training online and click the statement at the end of the course that says they will not disclose sensitive information. Compliance as of 1 April 2008 will be checked during all subordinate unit inspections.

3. Please give this widest dissemination and encourage your members to complete the training as soon as
possible.

SUBJECT: Safety Down Day

1. With the end of the calendar year upon us and the potential for mishaps during the holiday season, all regions and wings will conduct a safety down day during the period 1 to 30 December 2007. During their chosen safety down day all operations will cease other than emergency search requests by AFRCC.

2. Safety down days for units within a wing do not have to be simultaneous. Wings will ensure all subordinate units are notified of the Safety Down Day requirement and each echelon will be responsible for reporting compliance/noncompliance to higher headquarters.

3. During the safety down day there will be briefings to include the following:

a. Units that operate aircraft in areas with surface elevations above 3,000 ft will review mountain flying techniques with all crewmembers. Individuals not present for the briefing will be grounded until they make up the briefing.
b. All members will be briefed on vehicle driving techniques and use of seatbelts. Special attention will be given to holiday traffic operations and winter season driving in those areas adversely affected by weather.
c. All members will be briefed on holiday safety to include how to act in large crowded areas and fire safety during cold weather to include holiday lighting, heaters and fireplaces. For members in appropriate climates, cold weather protection and safety should be included.

4. Wings will ensure all members are briefed and report completion to their region NLT 3 Jan 2008.

5. Regions will track their wings completion and report to the National Commander NLT 4 Jan 2008.

Volunteer Advisor Positions

MEMORANDUM FOR ALL CAP UNIT COMMANDERS
SUBJECT: VOLUNTEER ADVISOR POSITIONS

1. As we come to the close of our first few months with me serving as your Acting/Interim National Commander, I would like to thank all of you for your support. You have continued to perform your volunteer duties as the professionals I know you are. During this period, I have taken the opportunity to review the National Staff organization, and I feel that it is in the best interest of the Corporation to make some changes and now is the time.

2. The four Deputy Chiefs of Staff structure has fragmented an important function in the operational area of CAP. In order to mitigate this issue I plan to implement a structure with two senior advisors reporting to the National Chief of Staff and the other National officers reporting directly to the Commander (as they were). Each senior advisor will have volunteer advisors in key areas reporting to them. Not all positions previously established will remain; however, we will ensure that duties are absorbed or combined as needed. The complete organizational chart is attached.

3. At times there may have been a perception that key positions were filled based on those individuals who were known to the command team, rather than reaching out to the field for those who have the relevant experience. In an effort to be open and to ensure we are selecting from the widest qualified pool of applicants, the volunteer positions shown on the chart in yellow will now be open for any member in good standing who meets the minimum qualifications to apply. Individuals applying for any of these positions must hold at least the grade of lieutenant colonel and have completed two years of command or staff experience at the Wing, Region, or National level. I ask your assistance in publicizing this unique opportunity to all active members of your unit who meet these qualifications.

4. Individuals wishing to apply for these positions should complete the attached application form. Members must forward a copy of their application to each level in the chain of command at the same time their original is forwaded to National Headquarters/DP for presentation to the Chief of Staff for review. Ms Susan Parker at National Headquarters is the point of contact for applications and can be reached at 877-227-9142, extension 212, by email at sparker@cap.gov or by fax at 334-953-4262.

5. The Civil Air Patrol leadership is positioned to regain/build the trust of the grassroots members and I know that this open application process will be one step in that direction. Please give this announcement the widest possible publication so any member interested in applying has the opportunity to do so. Members applying for these positions must have their application received at National Headquarters by 8 December 2007.

Aerospace Program Updates

Please take a moment to read the following...there are some important points for anyone involved in Aerospace Education...And one or two changes that you will want to be familiar with.

1) Air Force Association (AFA) Grant cycle deadline is December 31, 2007. CAP units applying for grants please take note of the deadline.

2) Units participating in Aerospace Excellence Award Program for 2007-2008...reminder to sign up for the new year program.

3) IMPORTANT...Team Rocketry registration is open...Registration closes on Nov 30, 2007. If your 2008 plans include participating in Rocketry, you will probably want to get your registration in.

I am saving the best for last!!!

4) AEPSM (Yeager Test)...Important and great change...After Successfully completing the Yeager test online...you now have the ability to download your Yeager Certificate as a .pdf for framing and proud display...

Thanks for your help with AE...one of the core missions of CAP.

Hawk Mt. Ranger Staff Training

Cadet ProgramsCadets,

Every spring more Cadets like you go through Ranger Staff training. The leadership skills and confidence they gain through this training remain with them for the rest of their lives. Ranger Staff training is a 2 year cycle. The first year focuses on leadership of students, confidence, and of course, proficiency in search and rescue skills. After completing the first year of training, candidates earn their Yellow Scarves and become members of Ranger Staff. The second year is very focused on management of staff and students. Search and rescue skills are perfected. For most, the challenges they face during Ranger Staff training are the most difficult and the most rewarding throughout their entire lives.

This year's staff training cycle will begin in early March. Anyone wishing to be a candidate for Staff Training must participate in an interview. Interviews will be held at both Winter Ranger Schools in February. Times will be announced within a few days. Arrive in sharp BDUs and bring a typed paper with your name, grade, squadron, mailing address, phone number and e-mail. If you are unable to attend either of these interview sessions, contact me at smm0817@yahoo.com ASAP in order to arrange for an alternate interview time. Acceptances will be mailed out shortly after the interview process.

THE 2008 CADET LEADERSHIP SCHOOL WILL BE ACCEPTING APPLICATIONS WITH THE FOLLOWING DEADLINES AND ENCOURAGING ALL ELIGIBLE PARTICIPANTS TO APPLY


CADET STAFF (Application Deadline – 31 December)
Cadet Training Officers are directly responsible for the hands on training of the students at CLS. Staff members are trained by USAF Officer Candidates and senior cadet leaders in the principles of drill and ceremonies, customs and courtesies, and training techniques prescribed in the Air Force Officer Accession and Training Schools Training Manual (ATM). These staff members are highly professional and highly motivated to educate the next generation of CAP leaders.

Requirements:
1. Have previously completed Pennsylvania Wing Encampment or Hawk Mountain Ranger School as a Staff Member.
2. Expectation of being a Cadet Captain by 1 June 2008.
3. Be an active member of the Civil Air Patrol for a minimum of three years.


STUDENTS (Application Deadline – 31 May)
Students at Cadet Leadership School gain valuable knowledge and hands-on training to develop their leadership potential. Attending CLS is a prerequisite to staff any Pennsylvania Wing school. The skills learned at CLS will benefit the cadet both in attendance at future schools, at the home squadron, and in life. Cadets will be taught using the curriculum developed by the Air Force for training future Air Force officers and will be instructed by some of the best cadets in the wing and members of the military community.

Requirements:
1. Have previously completed Pennsylvania Wing Encampment.
2. Hold the rank of Cadet Staff Sergeant at time of application.

Group 2 Cadets

Cadet ProgramsGroup 2 Cadets,

I will be attending the Wing CAC meeting on Dec 15th. Please let me know if you are planning to attend.
At this time I have no 2a's for any CAC members for Group 2.
Please let your squadron commander know if you would like to be on Group 2 CAC and to send me your 2a.

Good Evening All....This is just a reminder we will be conducting a
CAC meeting on Saturday Dec 15, 2007..Starting at 1000hrs.

1. I am asking all Group Directors and their Cadet Group CAC Staff
and if possible their Squadron CAC rep. to be present for this
Meeting......We have a large agenda for 2008 to discuss and
plan out..We do need to have input from all Groups to make this
work.....We will also be going to the Wing Holiday Party following
our CAC meeting so please contact me by e-mail how many you are
going to bring on Dec 15...with their name, rank, and position..

2. Also we are lining up Barracks for Friday evening Jan. 18, 2008
For interviews on Saturday Jan. 19, 2008
Barracks will be open at app. 1800hrs Fri..
****Again please note....Any Squadron bringing Cadets in on Fri.
will have to stay in the Barracks with their Cadets and are
also required to assist in Cleaning it back up and turning
it back to the GAP following completion of Interviews..
I will need to have the names of the Seniors Male and Female
along with the Cadets who are planning to come in on Fri
and use the Barracks by the Dec 15, 2007 CAC meeting so
I can plan out the use of the Barracks....If no one applies
by the 15th I will not sign up for Barracks use......

3. Also remember all paperwork that is required for National Activities
is due at National prior to 31,Dec.2007 Please make sure it is
correct and everything signed by the proper people....National
will return it if anything is missing.....Double Check Everything
